Regulation Reform

As reported in our Winter 2014 issue of our newsletter What’s on Tap, the self regulation of Maine’s consumer-owned water utilities (Water Districts and Water Departments) is now being addressed by Maine’s Legislature in their Energy, Utilities and Technology Committee (EUT Committee).  As a result of a 2013 Legislative Resolve, the Maine Public Utilities Commission (MPUC) has recently issued a Final Report to the Legislature.  Although the Water District has not filed its own comments on this report, it is currently collaborating on a response with the Southern Maine Regional Water Council (SMRWC, which includes our Water District, Portland Water District, York Water District, Sanford Water District and South Berwick Water District). The seventh SMRWC member, the Biddeford & Saco Division of Maine Water, is not a party to these comments, as they are an investor-owned utility that shall remain regulated by the MPUC.

The EUT Committee (http://www.maine.gov/legis/house/jt_com/eut.htm) shall soon schedule public workshops to deliberate this topic and make its recommendation to the full Legislature.
